【摘要】2007年11月1日,中华人民共和国突发事件应对法正式实施,明确我国要建立统一领导、综合协调、分类管理、分级负责、属地管理为主的应急管理体制。而2008年春节的雪灾却成了这部 法律 运行的“试金石”。笔者通过对此次突发性公共危机事件及其应急管理的分析,就当前进一步完善政府公共危机治理作初步的探索。
